The morning after Atlanta council vote, some fog lingers about Norfolk Southern’s plans

Now what?

That’s a fair question for anyone to ask if they tuned into Monday’s 12-hour-plus meeting of the Atlanta City Council that appeared to bring Norfolk Southern Corp. one step closer to moving its headquarters there.

Shortly before midnight, after a litany of public comment, and a mind-numbing series of amendments and last-minute tweaks, council members voted to approve a public-financing package that moves forward a $5 billion development project that would transform a 40-acre tract in downtown Atlanta.
