Plans for the Carolina Connecter, a CSX intermodal terminal that transportation officials have said could boost economic development in Edgecombe County, have been revived – albeit much smaller than initially announced – and with the state footing much of the bill.
After CSX halted its plans last year, state officials had to return to the negotiating table – and many months of back-and-forth ensued before securing another commitment from the company, says North Carolina Department of Transportation Secretary Jim Trogdon. He describes “dozens upon dozens” of conversations with CSX, two trips to Jacksonville and “multiple meetings” before CSX was again sold on the project.
