New York: On-time performance goals blinded Metro-North to troubles ahead

This is the second of a two-part Journal News/lohud investigation into what went wrong on Metro-North in the years leading up to a series of accidents that killed four passengers and two workers, and the railroad’s continued struggles to regain its balance.

The 7:10 a.m. train out of Scarsdale was five and a half minutes late and Jonathan Ballan wasn’t happy.
