New York high-speed rail project faces another delay

Efforts to boost passenger train speeds across upstate New York are facing another delay after the completion date for the project’s final environmental impact study was pushed back.

The Federal Railroad Administration and the state Department of Transportation now have  a target date of May 8, 2020 to complete the study. The original deadline was April 15 this year.
