New York City: Plan envisions world in which subways work

A nearly 400-page document released Thursday makes 61 recommendations addressing everything from the subway’s troubles to Teterboro Airport potentially being swamped by climate change. The Regional Plan Association report aims to make the metro area more equitable, prosperous, sustainable and healthy over the next quarter-century.

But the essence of the group’s fourth regional plan in the past century is to keep the city from running out of room.
