Customers cheer regulator’s action against railroad demurrage charges

The Surface Transportation Board is “deeply troubled” and “has serious concerns” with the way the nation’s seven largest railroads fine their customers, the federal regulator said Monday while putting forth three ideas that aim to fix the situation.

The regulator proposed a policy statement that aims to better define the principles they will use to evaluate the reasonableness of such charges, which are known as demurrage fees. It also proposed two rules, one to enhance the transparency and accuracy of demurrage invoices and the other to clarify what type of shipments demurrage regulations apply to.
