Congress has scheduled a hearing on a policy change implemented by Amtrak that requires passengers with complaints to go directly to arbitration with the government-controlled railroad.
Amtrak earlier this year instituted forced arbitration of complaints, which Philadelphia attorney Chip Becker finds disturbing.
