Ten months after a contentious hearing about fees railroads charge their customers, the Surface Transportation Board has issued a final rule clarifying the regulation of those fees, known as demurrage charges.
The final rule, which goes into effect next month, removes barriers to shippers’ ability to contest improper demurrage charges in the case of certain miscellaneous commodities, some agricultural commodities and items moved by boxcar.
