Amtrak can fix up the two Hudson River tunnels serving Penn Station even as work on an additional set of tunnels is underway, a consultant report released Monday shows.
The plan to build the new tunnels are a key piece in a larger suite of projects called the Gateway Program, which also includes the replacement of rail bridges in New Jersey.
