The Surface Transportation Board, a federal regulator, announced Wednesday that it will hold a public hearing May 22 on railroad demurrage and accessorial charges, customer fees that surged last year, especially at CSX.
CSX (Nasdaq: CSX) collected $365.7 million in demurrage and accessorial fees in 2018, more than any other railroad in the country and $30 million more than its East Coast competitor, Norfolk Southern (NYSE: NS). The fees increased last year as CSX and other railroads changed their rules for customers, including by reducing grace periods for having railcars ready for pickup and increasing fines.
