Norfolk Southern will pay back Virginia, City of Norfolk for millions in incentives it received

NORFOLK

Norfolk Southern says it will pay back the state and city after failing to fulfill a promise to keep its headquarters in downtown Norfolk until at least 2026 in exchange for about $4 million in incentives.

The Virginia Economic Development Partnership made the incentive offer in 2016 after the railroad giant announced it was closing its Roanoke offices. Officials feared the Fortune 500 company would transfer hundreds of those workers to Atlanta, instead.
