Memo: New Jersey Transit couldn’t fill critical jobs because low pay turned off applicants

NJ Transit couldn’t fill key positions because the agency wouldn’t offer competitive salaries, an internal document from June 2016 shows.

The memorandum came up as part of testimony at a legislative oversight hearing in Trenton on Monday. Lawmakers heard from the author of that memo, Robert Lavell, NJ Transit’s vice president and general manager of rail operations, as well as Steven Santoro, the agency’s executive director.
