MORE TIME FOR RAILROADS: FRA is extending a stay on system safety program requirements until next year, Tanya writes. The rule, released in 2016, requires commuter and intercity passenger railroads to implement system safety programs to evaluate and manage safety risks. The initial stay would have expired Tuesday, but FRA said extending it until September would reduce costs and regulatory burdens on the railroad industry. Railroads are currently trying to get to the finish line on another major regulatory deadline for positive train control. Amtrak was the first railroad to submit a system safety program plan to FRA, on Nov. 1.
