A trash truck in Crozet disregarded stop arms at a railroad crossing last month before it was hit by an Amtrak train that was carrying Republican legislators, according to a new report from the National Transportation Safety Board.
The wreck killed Christopher Foley, 28, of Louisa, who was riding on the truck.
