Virginia’s public rail strategy calls for funding private rail fixes

The addition of a new Amtrak train from Norfolk, Virginia, to Washington starting Monday morning is part of a statewide strategy that relies on Virginia taxpayers funding hundreds of millions of dollars in improvements on privately held rail lines.

In exchange for the government money, major freight railroads CSX and Norfolk Southern have allowed additional passenger and commuter trains to run on the companies’ tracks around the state, and that basic arrangement is being replicated as part of a major project in northern Virginia.
