Virginia, Norfolk may seek up to $4 million refund over broken promise as Norfolk Southern move to Atlanta advances

Norfolk Southern Corp.’s plans to move its headquarters to Atlanta continue to solidify. So much so that Mayor Keisha Lance Bottoms thanked the railroad with a “welcome to Atlanta” on Tuesday.

That came at the end of a meeting in which Invest Atlanta – the city’s economic-development arm – OK’d a resolution setting in motion a $600 million bond deal to finance construction of a $575 million Norfolk Southern headquarters building in the city’s Midtown.
