TUNNEL TO THE OTHER SIDE: Speaker Paul Ryan huddled with a group of New York and New Jersey Republicans Wednesday about funding for the Gateway program, and the message was simple: Take it up with the president. While Ryan indicated he didn’t oppose an effort to funnel $900 million to programs expected to help finance some of the massive project, he also said he wasn’t inclined to put spending legislation on the floor that President Donald Trump would veto — as he’s already threatened, POLITICO’s John Bresnahan and Rachael Bade write. New York Rep. Pete King said Ryan told the members to cut a deal with the president themselves — something he plans to try today at a St. Patrick’s Day event. “But he doesn’t want to pass a bill that the president is going to veto,” King said, a threat Trump has brought up four times in recent days. Ryan also noted that Senate Majority Leader Mitch McConnell doesn’t want the funding in the omnibus, either.
