A LONG LABOR: We had expected to be bringing you news of a spending agreement this fine morning, but the omni watch continues. Sarah Ferris reports that “Congressional negotiators are still haggling over several dozen issues.” But the outlook is dim for the $900 million earmarked for the Gateway rail project in New York and New Jersey, which President Donald Trump has threatened to veto. There were some novel suggestions for how Gateway could still be taken care of without the $900 million “earmark” as included in the House bill floating around the Capitol on Monday, but what the final version holds for the megaproject — if anything — remains to be seen. …
